My story starts with the outbreak of World War II in September 1939. The first two chapters give a historical background, from the transfer of government by the East India Company to the British Crown, so as to enable the reader to appreciate more clearly the events which followed. In those chapters I have endeavoured to describe in brief the important stages of constitutional progress in this country.

Vijai Shankar Dubey is an Indian civil servant from the 1966 batch of Indian Administrative Services (IAS). He is the only IAS officer to have served as Chief Secretary of two states Bihar & Jharkhand. V S Dubey is a native of Uttar Pradesh. He was a gold medalist from the Allahabad University and joined IAS in 1966. He was the district magistrate of Patna in the 1970s.
