As stated by Wansteader, Essex was once a separate Anglo-Saxon kingdom, originally populated by the East Saxons (hence "Essex") rather than the East Angles of Norfolk & Suffolk

East Anglia is a geographical area in the East of England. The area included has varied but the legally defined NUTS 2 statistical unit comprises the counties of Norfolk, Suffolk and Cambridgeshire, including the City of Peterborough unitary authority area. The name derives from the Anglo-Saxon kingdom of the East Angles, a tribe whose name originated in Anglia, northern Germany.

Parts of East Anglia, like Cambridgeshire are unequivocally in South East England to the extent that the accent is difficult to differentiate from the Essex(1) lilt. Others, like Norwich, are parallel with major midlands conurbations. I think I contrasted this to accent and culture as, particularly the town I lived in, it seemed very similar to Cornwall and Dorset. Now that I am much older and live in Leicester (Midlands) it surprised me to see that both locations were at approximately the same latitude. As such, perhaps people see East Anglia as culturally South (and price of alcohol in pubs is certainly comparable) rather than it’s actual location.
