DCI Neil Paget is busy. He's annoyed when directed to interview a young woman who filed a missing person report on Mark Newman, a young man who hasn't been seen for a few days. But Emma Blake is the Chief Constable's niece, who went right to the top when the Missing Persons unit didn't take her seriously.

Paget finds that Blake is no fool, and believes that something bad may have happened to Newman. Events prove him right. Newman, anxious to make a career in journalism, was last seen deep in conversation at a pub with Mickey Doyle. And Doyle goes missing, last seen being hustled into a car by two strangers. Paget and his team hunt for the two missing men. Until Doyle's body is fished out of the water. The autopsy reveals not merely homicide, but evidence of extraordinary cruelty and evil, and the team is now looking for one or more sadistic killers.

Paget has healed from the horrific injuries he suffered in an earlier case - Acts of Vengeance (WWL Mystery) - and he's now living with a new significant other. However, Paget is no more interesting or likable than before. His love interest, a scenes of crime officer named Grace, is a good match for Paget: she's also secretive, emotionally withholding, and dishonest. Paget's home life with Grace is a (very) minor subplot; she's lying to him and keeping secrets, and he suspects it but can't be bothered to rock the boat by confronting her.

This book doesn't need romantic or domestic diversions, as the plot is compelling and many of the characters are interesting. The police are up against a well-coordinated bunch of criminals who are operating under deep cover. But the cops doggedly dig up more and more bits of the buried truth. There are different magnitudes of evil on display here, from the day-to-day opportunistic thieving of some local brothers-in-law to the horrible trade behind the mystery here. Paget's a good and conscientious cop, but as we see late in the story, his ego can get in the way of the job. Confronted with a huge international criminal enterprise which feeds on sickening human suffering, he seems stuck on the outcome of his own local investigation. Will he throw a wrench into the larger investigation to advance his own case?

This is another good police procedural from Smith. He's a master of the craft who tells a compelling story that stands on its own without depending on a lot of interest from the chief investigator's private life. Paget is merely human. Smith has, I suspect, resisted the temptation to make Paget brilliant, eccentric, charismatic, or otherwise the superstar of the show, and I commend him for that.
