Care, Communities and Citizens examines such transformations by focusing on the policy of community care for older and disabled people. Self-organised user groups of social and health care services are playing an increasingly significant part within systems of local governance. Based on detailed empirical work looking at the user and 'official' perspective, this report includes studies of user groups and officials in two policy areas - mental health and disability. The authors examine both the strategies user groups adopt to seek their objectives, and explore conceptual issues relating to notions of consumerism and citizenship.

Changes within health and social care systems over the last five years have given greater prominence to the 'consumption' alongside the 'production' of welfare. The policy of 'community care' for elderly and disabled people provides a particular focus for understanding such changes. This book analyses transformations in the health and social services care over the last five years and considers what is meant by the term community care as the 20th century draws to a close.
