Translating the social justice ideals of social work into practice can pose significant challenges for new social work graduates in contemporary contexts that are characterised by rationalism, individualism and control. Drawing on our experiences as social work educators at an Australian and an Irish university, we examine how beginning practitioners negotiate the challenges, risks and moral dilemmas of social change practices across different organisational and policy contexts.

Social work is an academic discipline and profession that concerns itself with individuals, families, groups and communities in an effort to enhance social functioning and overall well-being. Social functioning is the way in which people perform their social roles, and the structural institutions that are provided to sustain them.

Issues of social work education might be reconsidered, as well as the value and perception of social work as a profession in Ukraine.

The social development perspective emphasises the social development of people while seeking to improve the environment in which they function. The fundamental goal is to improve the wellbeing of the people (Cox & Pawar, 2013). This approach includes the change from a treatment model to a developmental service delivery model ( Patel, 2005). Literature on social work demonstrates that relations between conflicts and social work constitute two paradigms –therapeutic and empowering. Issues of social work education might be reconsidered, as well as the value and perception of social work as a profession in Ukraine.

In Portugal, social work education evolved from a certain degree of ‘exclusivity’ to a ‘massification’ process. The author describes social work education and practice in Italy, also in a historical perspective, and locates them in the present structure of the welfare system

In Portugal, social work education evolved from a certain degree of ‘exclusivity’ to a ‘massification’ process. Social work struggled for a place in higher education, in the 1970s and 1990s, but was further challenged by the legislative changes that occurred in Europe with the Bologna process. The author describes social work education and practice in Italy, also in a historical perspective, and locates them in the present structure of the welfare system. Today the main ongoing challenge is to maintain adequate levels of support to individuals and families who are facing increasing difficulties.

Part Three takes a comparative perspective, discussing the international issues and supranational bodies that impact on British and European social policy today.
